The Santa Barbara City Council conceptually approved a plan to charge lower trash services rates to businesses that recycle more than half of their trash and higher ones to those recycling less than half. Those that recycle two-thirds of their trash will enjoy a 25 percent reduction in their garbage rates. The proposal cannot be officially ratified until public hearings are held.
